Which ones a small fleet actually needs
Nearly every regulated fleet needs the first, because logging is not practical without it, and it comes from an ELD vendor. Nearly every fleet needs the third, because the reports have to be produceable and paper does that badly. The second is often a folder until the fleet gets past a couple of dozen drivers. The fourth is genuinely useful and genuinely optional, and buying it first is a common and expensive mistake, because a score you cannot explain from your own records is just anxiety with a dashboard.
